About Me
My Story
I started my professional life as a US Air Force navigator. My 21 year military career included senior roles in flight operations, systems engineering and acquisition management. Along the way I gained a Doctorate in Business Administration, which I leveraged as I transitioned into management consulting in the private sector. That experience, combined with several returns to senior positions in the federal government, has provided both challenge, stimulation, and personal satisfaction. Core values I have always brought to every job are integrity, transparency, and accountability. Hopefully along the way, we can all have a bit of fun too! I am also blessed by a great family who have been key to making it all possible.

Chief Financial Officer/Chief Acquisition Officer, US Department of Education
Appointed by the President to serve in this Senate-confirmed position. Led financial management execution and reporting for this cabinet-level agency, as well as all contracting and acquisition management. Introduced Enterprise Risk Management to the agency and led development of policy and delivery of training. Initiated and led the strategic planning process to merge the Office of the CFO, Office of Management, Budget Office, and several others to create a new organization of almost 500 persons.
April 2015 - December 2017
Director, Risk Management, US Agency for International Development
Led policy development, oversight, and training for all risk management of government-to-government funding worldwide. Led internal control policy and oversight across USAID. Introduced Enterprise Risk Management to the agency and helped guide implementation across the agency through policy development and training.

Have led major strategic planning initiatives at three federal agencies and built strategic plans for private sector organizations. Have taught strategic planning as a graduate school adjunct faculty member.
Wrote doctoral dissertation on Activity Based Costing (ABC), coauthored book on ABC and Performance (AMS, 1994), implemented ABC at multiple federal agencies, and conducted cost analyses for agencies and the US Congress.
Two decades of experience working with individuals and teams identifying end-goal result targets and process performance measures, establishment of systems and governance structures for ongoing monitoring and updates to these measures, and enabling corrective actions as warranted.
Known as a thought leader in Enterprise Risk Management (ERM), I convened the first meeting of federal agency executives in 2008 interested in sharing the value proposition of ERM across the federal government. That led to the first Federal ERM Summit in 2008, an event that has been held every year since. In 2008, I led the founding of the Association of Federal Enterprise Risk Management and served as the association's first president. I am co-author/co-editor of Managing Risk and Performance: A Guide for Government Decision Makers, the first book addressing public sector ERM. I led implementation of ERM at the US Dept. of Education, and guided ERM at the US Agency for International Development.

I have decades of experience managing projects, beginning with oversight of a multi-million dollar project to establish satellite booster processing facilities at Cape Canaveral, FL. This Air Force assignment was followed by a role overseeing the $2B project to build the US military satellite control facility at Schriever AFB, Colorado Springs, CO. Following my Air Force career, management consulting provided constant ongoing experience in project management. I have been continually certified as a Project Management Professional (PMP) since 2007.
Change is a fact of life, but effectively managing this change in a organization is a priority and skill that is frequently under-appreciated, or even totally ignored. I been a leader in organizational change management for over two decades. I am co-author of "Chasing Change: Building Organizational Capacity in a Turbulent Environment" (Wiley, 2009), and I am certified in Prosci Change Management and the ADKAR methodology.
Value-Based Management
The ultimate goal of any organization is to deliver maximum stakeholder value. This is achieved through a strategically guided balancing of results sought, resources allocated, and risks accepted. With expertise in all of the constituent building blocks, I am working on a book to share these concepts more broadly, to be published by Wiley later in 2019.
